Medicaid
Medicaid provides health care coverage for eligible Jefferson County residents. There are several Medicaid programs that include coverage for:
- Pregnant women
- Adults age 65 and older
- Low income parents and children
- Children in foster care
- Medicaid home and community based services to allow people with disabilities to receive care in their home instead of a long term care facility or hospital.
- Medicare Premium Assistance program
Some Medicaid recipients are subject to Medicaid Estate Recovery. Click below to learn about Medicaid Estate Recovery.
Most Medicaid recipients will enroll into the Managed Care Program (MCP) of their choice.
How to apply or re-apply:

- Print an application here. That can be
- mailed or dropped off at JCDJFS 125 S. 5th Steubenville OH 43952,
- faxed to 740-282-5765 or
- emailed to jeffersondocs@jfs.ohio.gov
